110th Congress
2007 NCSDAE's
Side-by-Side comparison of current law in Title II of
WIA to our proposal.
Infrastructure: The proposal
would use 1/5% of state grants to support the costs of running the one
stops. Because the proposal requires the use of administrative
funds, states would lose ONE THIRD of their state administrative funds.
Adult Education is one of only four US
Department of Education Programs to receive and "Effective" PART rating
in no small part due to state offices having resources to execute
Congress's intent.
Most states would find it grim to
effectively manage compliance + technical assistance +
program/professional development + assessment/accountability/improvement
with a 30% reduction in their administration funding.
