2006 President's budget and appropriations

P
erformance Assessment Rating Tool (PART) OBM's PART is used to assess the effectiveness of federal programs.  The assessments are used to determine budget funding levels.  Following are two documents:  1) the current adult education PART assessment reporting that adult education cannot document its effectiveness, and 2) the State Directors’ Response which highlights the errors in that assessment.

  • PART (pdf format) OMB information in the President’s 2007-2008 budget documents erroneously reports that adult education does not have the data to document that it is a successful program.  OMB's rating of Adult Education used by the Budget Committee can be found on pages 14-21. 
  • The State Directors’ Response to PART-  The State Directors’ Response identifies the PART errors and provides accurate representations of adult education’s success.

President's Budget Slashes Adult Education Funding, Press Release, Center for Law and Social Policy (CLASP) (pdf format). 

The President's 2006 Budget  (pdf format) (word format) reduces funds for adult  education and literacy from $569 million to $207 million.
