RE: Update FY06
Appropriations
We will get a more
complete update to you early next week but I wanted
you all to know that the process of producing a FY 06 federal budget is
almost finished. The appropriations bill for Labor, Health and Human
Services, Education and Related Agencies has been sent to the President for
his signature. It contains $579.5 million for adult education with $564
million of that amount going to the states. These figures are 1% less than
that FY 05 figures due to a 1% across the board cut to discretionary
programs contained in the final appropriations package. Even Start is
funded at $99 million, a major reduction from the FY 05 figure of $225
million.
I will let you know when these figures become official with the
President's signature which is anticipated within a few days. Next week's
update will include some suggestions on how to communicate the success of
our work to all of those people who have been so involved in our efforts
throughout the year. Again, I want to thank you for your extraordinary
sustained commitment to our work. We have come a long, long way since our
starting point on Feb. 7, 2005. Have a good holiday season. Art

Re: Senate Consideration of WIA
Reauthorization (S.1021)
We have received information that the Senate may take up WIA
Reauthorization Bill (S.1021) upon their return to Washington on Monday,
Dec. 12, 2005. The attempt would be made to pass the bill under unanimous
consent, which if successful, would approve the bill from the Health,
Education, Labor and Pensions Committee without any amendments from the
floor. After Senate passage the bill would go to a Conference Committee with
the House to reconcile the two versions of the legislation.
We are supporting Senate passage of the bill under the unanimous consent
process since it would preclude a WIA Plus type amendment from the floor. As
you know if an amendment of this type was included in the final bill it
would allow a Governor to take WIA funds from any program and use them for
other purposes stated in the legislation. Under this scenario all or some of
a state's adult education funding could be taken to support other WIA
activities such as One Stop Centers. Without WIA Plus in either the House or
Senate version of the bill, such an amendment cannot be added during
conference.
REQUESTED ACTION
We would like a total of 50-100 telephone calls from each state to your two
US Senators offices in Washington spread over the next three days (Thursday,
Friday, and Monday).
The message: Ask the Senator to support passage of WIA Reauthorization (S.
1021) under unanimous consent.
Talking Point: The bill focuses Title II-Adult Education funding on needed
educational services for adults.
Thank you again for your continued work. Hopefully we will have some good
news on the FY 06 budget by Dec. 17, the ending date of the current
Continuing Resolution. Later this month we will be sending along information
related to Feb. 7, 2006, which is the date of the presentation of the
President's FY 07 budget proposal to Congress.
