MEMORANDUM To: Single Point of Contact Network From: Art Ellison, Co-Chair, Policy Committee, NCSDAE Date: April 29, 2005 Re: Budget Resolution Approval Early yesterday afternoon the Republican conferees on the Senate and House budget resolutions adopted a compromise version of that document which was approved in votes last night in the House (214-211) and in the Senate (52-47). The approved resolution DOES NOT contain the Kennedy Amendment which added $5.5 billion for a variety of education programs, adult education included, and was part of the Senate's version of the resolution. This action makes our work with the Appropriation's Committees more difficult since it sets a lower ceiling for education spending than if the Kennedy Amendment had been included in the final version of the Resolution. While we will continue to target all members of the House and Senate, our focus will remain on the members of the Appropriations Committees in the two bodies of Congress, along with those Republican Senators who supported the Kennedy Amendment but also voted for the final Budget Resolution. I will send along further details as they become available. While this action by the House and Senate makes our work more difficult we will not be deterred from the task of fighting for justice for our students. We still have a long way to go. Hang in there. MEMORANDUM To: Single Point of Contact Network From: Art Ellison, Co-Chair, Policy Committee, National Council of State Directors of Adult Education Date: April 26, 2005 Re: Priority Action Senate Budget Committee Conferees and Republican Senators who Supported the Kennedy Amendment We have been informed that a deal is being considered by the Budget Committee Leadership in the House and Senate on a compromise Budget Resolution that would allow for some of the increased Medicare funding in the House Resolution in exchange for the Senate dropping the $5.5 billion for education programs contained in the Kennedy Amendment. In response to this possibility we need the following actions to take place: 1. Check the attached House Budget Committee Membership listing to be sure that the requested contacts suggested in the April 14, 2005 Action Alert were made. The request was for 200 telephone calls in the April 18-24 time period asking the House Budget Committee members to support the Kennedy Amendment during negotiations with the Senate. 2. Contact the Senate Budget Committee Conferees and Republicans who supported the Kennedy Amendment (see listing below) asking them to be sure that $5.5 billion contained in the Kennedy Amendment is included in the final budget resolution. These calls to the Washington offices should be made as soon as possible. We are looking for 300 calls per Senator. THE SENATE WILL BE IN RECESS ON
MAY 2-6, BUT
THE HOUSE WILL BE IN SESSION. The next Congressional recess for the Senate is scheduled for May 2-6, 2005. At this time many members of the US Senate will be back in their states meeting with constituents. This would be a good opportunity to request meetings with members of Congress, particularly those who did not sign the Dear Colleague Letters, and those who are members of the respective Appropriations Committees. The schedules for meetings with constituents are usually set by the district or regional offices of each Senator and Representative. We have found that home state meetings with a Representative or Senator which include two or three local program directors and a few students work very well. Let me know if you have any interesting discussions particularly with members of Congress who have not previously indicated a position on adult education funding.

Re: Focus on Senate and House Appropriations Committee and Subcommittee Members
We are entering the phase of our work when we want to focus our efforts on the members of the House and Senate Appropriations Committees and Subcommittees.
Several weeks ago we sent an alert asking you to insure that your networks had established strong links to the members on the House Appropriations Subcommittee for Labor, Health and Human Services, Education and Related Agencies. Many of you were able to increase contacts with these members through your efforts in the field.
The Subcommittees in both the Senate and House are where the initial formal action on the budget takes place. The members of these two subcommittees become the high priorities for our work. The entire membership of both Appropriations Committees is listed below with their Washington contact numbers. The lists below are for the relevant Appropriation Subcommittees drawn from the Appropriations Committees in both the House and Senate.

IF THAT HAS NOT YET OCCURRED IT IS EXTREMELY IMPORTANT THAT SUCH ACTION TAKE PLACE AS SOON AS POSSIBLE. Letters to the offices of the subcommittee members are appropriate, particularly from programs and areas that have not already written. We also hope that you have been able to identify the staff person in each of these offices who is responsible for appropriations. As we move closer to the actual hearing dates in both subcommittees we will be asking for telephone calls to the appropriate members. You will receive an Action Alert when that action is needed. The first House Appropriations Subcommittee hearing on our budget is scheduled for April 26,or 27. Bob Bickerton will be testifying on behalf of the State Directors of Adult Education. While the members of the subcommittees are the highest priority for restoring our funding we also need to insure that every member of the full Appropriations Committee is award of the need for this action. PLEASE REVIEW THE FULL COMMITTEE MEMBERSHIPS TO INSURE THAT EVERYONE HAS RECEIVED A SUFFICIENT NUMBER OF CONTACTS. We will also be targeting the entire membership of the committee with telephone calls just prior to the full committee markups on the budget.

We know that there are many more Senators and Representatives who support our efforts to fully fund adult education but who did not sign the letters for a variety of reasons. It is also important to note that even if a Senator or Representative did not indicate their support for our efforts the very fact that they were contacted to sign the letter may pay off down the road. It is important that the Senators and Representatives who signed the letters receive thanks from people in the field. Those calls to the Washington office, followed by a letter from the professional association, could be made by directors/staff of the largest adult education programs in the state or Congressional district. Action Request
We are concerned about the
length of time that the House is taking to appoint conferees to the
Conference Committee with the Senate on the Budget Resolutions. In order to
make sure that all of the potential conferees from the House understand the
need for full funding for adult education we are asking that all House
Budget Committee members be contacted with the message TO SUPPORT THAT PART
